Any user with access to the network where the host system is running can now get to

Advise your site's users to refresh their browser cache the first time they log
into the new site.
Use language like this:
"Welcome to your newly upgraded CollabNet
TeamForge
site. This
release comes with significant look and feel improvements designed to make
your experience more productive and intuitive. To make sure you are able to
view all the new UI elements, please start by pressing Ctrl-F5 to refresh
your browser."
